RTX 2060 less FPS than GTX 960?

I replaced my old gtx 960 with a brand new rtx 2060 from KF2A.

Now I noticed the following problem…

Graphics-heavy games like Star Wars Battlefront 2 (2018) or Battlefield 5 can be played wonderfully and smoothly at maximum settings without any problems.

Lighter games, such as Minecraft, however, have real problems to keep up… With the 2060 I get "only" 200 fps without resource / shader packs and without optifine… With the 960 I always got around the 400-500 fps, in any case, significantly more.

The shaders are also a big problem again… With the rtx 2060 can minecraft with shaders to play at most 40-60 fps… My old gtx 960 had sometimes managed 120 fps easily, even paradox… If you consider that the new actually twice as should be fast.

I have already reinstalled the drivers (DDU), the NVidia control panel settings reset or reset… Minecraft reinstalled… And checked if a bottleneck exists.

Currently I use the old Intel Xeon W3550 x8 3.03 ghz (The fps were recorded with this for both cards) … Not the newest, but he does not seem to be a bottleneck, as he is never more than 30-40% busy playing… The RTX 2060, on the other hand, is nearly 100% on Starwars Battlefront 2, but only 30% on Minecraft when it comes up.

Has anyone still ideas what it can be? Did I forgot something? What else could I try?

The cpu was not replaced, same cpu… Different frames with both cards. RTX 2060: 1660 mhz GTX 960: 1160 mhz approx. ^^
