Exterminate Minecraft towers?

I played minecraft with my brother recently and we had some problems with these towers (looters outpost) we even burned down a tower after killing all the looters and still some are spawning? Can you somehow exterminate the towers / looters, if so how?

No, the Outpost will continue to be a spawn area.
