The rarest block is the end portal. And no, I'm not talking about the framework.
In a Minecraft world there are only 128 strongholds, each with an end portal. There are 9 end portal blocks per Stronghold. Otherwise there's a portal with 20 end portal blocks at the end. This gives a total of 1172 end portal blocks per Minecraft world. This means that end portal blocks are the rarest block in Minecraft (provided you do not include blocks that can only be set or obtained by command).

What can the jigsaw block do?
Pig spawners shouldn't actually generate in a Minecraft world. However, if the generation of a Minecraft world generates a buried box (the one you can find with treasure maps), all the air blocks around the box will be replaced with the block that will be replaced by the generation of the treasure chest. So if a treasure chest is generated in a mesa biome in the same location as a cave spider spawner, spawners will be placed around the chest. Since the NBT data, which determine which mob should be spawned, is not copied, the standard mob is used. These are pigs. Such a combination is only possible in a mesa biome, since only there mine shafts can be generated high enough.

I just remembered another one, the end gateway block is one of the rarest, as it can't be placed with / give or / setblock. Only / clone helps.
But since you can spawn a portal per ender dragon kill, this endgateway block would be available more often.
But under the ender crystals there's a bedrock block. And under that llock is a… Block? Entity? One bedrock level. It can't be targeted and is destroyed by the crystal explosion. He is not teleportable, not spawnable, nothing at all.
