Mc Win 10 Edition not installable?

A friend of mine has the problem that his PC no longer wants to install minecraft win 10. I wanted to ask if anyone here knows what to do there. Otherwise I can't really find anything to the fact that you have to buy it again for a new installation. But that can't be the case

Did you buy it in the store or downloaded it as an apk from the internet?
