Convert Minecraft biome?

No, biomes are immutable.

But if you just want to change the look, you can do that. Snow doesn't melt on its own, not even in deserts. Only through light sources (e.g. Torches or lava).

You can also build a house out of snow in a desert. Or just cover everything with snow.

Will blocks of snow melt if I replaced everything?

No, as long as there are no light sources, it will not melt. (Sunlight doesn't matter)

And if there are torches would even blocks of snow melt?
