Yes, there are a lot of public Minecraft servers to choose from:
Minsucht.net, Bausucht.net, Gommehd, Hpyxel etc… But beware! You also need to own legally purchased Mincraft, because Cracked Mincraft will not let you in on such servers.
This is the same on any Minecraft server where you do not know people.
Which with simple Vanilla Map is also sufficient.

No one can't own mods. You can already join in with Minecraft mods, but all mod items can't be used on the server. This makes no sense with Mincraft mods to joins.
