Minecraft forge doesn't work?

I wanted to install Forge. But when I install it, I get a WinRar file with a thousand things and not an installer. Tried several times.
I also have the latest version of Java.

Windows doesn't ask me how I want to open it either. How can I change this?

Press right-click on the file → Open with → If necessary press: Select another app → Now click Java.
