Minecraft is there enchantment limit?

Why can I only enchant up to level 8 it could be that I have enchanted too much, if so what can I do

Depends on how much level you still have If below At the yellow column down there's always a number

Either you have too little level, bookshelves or Lapiz.

There must be nothing between the bookshelves and the magic table, not even torches. This is the most common mistake.
