You have to be 18 or my mother has to buy it or can I do that, too, man has to prove that man is 18 and so on

You can also buy this if you are under 18 but I think you have to be over 12.

And you need a means of payment. E.g. PayPal or a credit card, and your parents have to do that.

The best thing to do is to create your account with your parents.

As far as I know, you can't pay with Paysafecard either.
You brought the bank card / credit card / paypal from your parents. Discuss this with them or do it with them.
