Of course the second one is better, that's why it is also more expensive. The extra charge is definitely worth it for the much better graphics card.
Processor is basically the same. The ryzen 5 1600 af 12nm is a 2600 with a lower standard clock, they can be overclocked just as well. But of course the graphics card in the second pc is much, much better.
The lower PC is more powerful, but probably costs more. So the comparison is a bit unfair.
