This is really an ancient 4 kernel, and a bad one at that… Even AMD paid compensation in the US and apologized.
The FX processors are just bad.
But hey, I bought an FX 8350 at the time, when it came out and was totally disappointed, you can buy the PC with the FX 8100 ;-) I don't care.
Btw. There are benchmarks on the processors, so have a look and compare yourself ;-)

Well I want to be on the safe side… The best for a good price would be 600-700 euro (because of the keyboard monitor etc. Yes money) but I think I'm already sure of that
I could also use a new computer, my i7 4790k is getting a bit old. But for my purposes it is still sufficient. When I upgrade, I go straight to a Ryzen 3900x… However, I wait until the Ryzen 4xxx series is out and buy one of them. Rumor has it that their IPCs have been increased significantly.
I could also use a new graphics card, my RX580 Nitro + could be replaced. But also here I'm waiting for the BigNavi cards from AMD. When the new cards are reasonably affordable, I will buy them. Otherwise just a 5700XT Nitro +.
