Minecraft only with 60FPS?

I have a high end PC (Ryzen 3700x / 2070S) and play Minecraft. However, I only have 60FPS even at the lowest graphics settings, but also 60FPS at the highest settings and 400 mods. My friend has a worse PC and about 400-500FPS (…) what's going on? Is that because I don't have java installed or is it Optifine?

You can't call it high end, but you should easily get over 60Fps. Do you have G-Sync / Free-Sync on? I assume that you have V-Sync off and no fps limit is set.
