Minecraft frame burglaries despite 60FPS continuous?

I have in Minecraft consistently 60FPS but it was like I have 15FPS wtf from time to time superfluous when I run normally then I make swing movements and fight against a player still have 60FPS but it comes frame burglaries and the FPS does not sink at all? Why is that? Have the FPS limited to 60 normally so 200FPS but wtf?
