How can I downgrade a Minecraft map from 1.14.4 to 1.12.2 (due to mods) without damaging the map?
Is that even possible and if so how?
I personally do not think that this can work. So if you downgrade the map it doesn't help. You can only keep the game on the latest version and update it for the next update.
Also, I don't think you can downgrade the game anyway. Otherwise it would be pretty buggy and glitching.

In theory, thanks to Forge, you can do that. In your case from 1.14 to 1.12 I wouldn't do that. The differences in the versions are just too big. I don't think the map would still work well in 1.12.
You can of course try it, Forge will tell you that it needs to remove blocks that don't exist in 1.12 and try to fix the map.
