Minecraft mods that change the minecraft design?

Hi. Does anyone of you know Minecraft Mods (best version 1.15) that beautify and design the design (e.g. The start menu)? And do you also know how to create such mods relatively easily yourself?

You mean resource packs and not mods. There are countless of them, just take a look around the Internet.

Unfortunately, I only know that there are texture packs that beautify the start menu. I don't think there are mods for that.
