You can only use Wi-Fi OR with a hotspot.
That should work, you also need reasonably good mobile data. But you can generally play anything via mobile data.

Oh yes you can set a limit, so if you have 20GB of data, set the limit to 20. Then you do not exceed anything!

Search for mobile data in the settings, open this section, then you should already see it.
As long as you have a data contract, you can use up the data volume to that extent.
Please consult your parents about this.
