Long redstone signal in eye signal?

I want to convert a long / continuous redstone signal into a short eye signal in Minecraft. How does it work?

If a single blink is enough for you, one observer should be enough
If you want it to flash more often you have to switch a small Glock with a computer

At the end, place a piston that moves an observer.

You will then receive a short flashing signal from the observer.

But then also gives a signal when you turn off the redstone again.
