Light switch and speech line?

For my minecraft server I thought about connecting all houses and buildings to a power grid (an underground redstone line). I would have lit the whole city and could, for example, turn off the electricity at any time. But unfortunately I don't know how to do it. E.g. A house has lamps and you can control them with a light switch. But when I press the switch, the lamps turn on by themselves because the switch activates the redstone lamps. And that is the problem, I want that when I turn off the power grid, the house has no more electricity and the lamps can only be turned on again when the house has electricity again.

Summarized:

There's a redstone signal for every house. Then lamps are connected to this signal. Due to the light switch, the redstone line is unusable as it activates and deactivates the redstone by itself. And I want the light switch to only work when the electricity for the house is on.
