Your budget is sufficient. And a small workshop will put together and assemble good and suitable elements for you. They also know there what is available. And they give a guarantee on everything - contrary to an acclamation here.

Alternatively: Get a used one from Ebay. However, you have enough budget for a new one.

And tip: I had 2 monitors for a long time. 'Only one' is better: they need less space, less electricity, are less hot in summer and you can only look at one at a time anyway.
