Minecraft Bedrock 1.14 Villiger?

I play Bedrock on 1.14 and I have a Villiger locked up with repairs and he doesn't refill his offer. I can't buy any more.

Do you have a 'work block' for him?

I had him in there for a while but he didn't replenish anything then I took him out.

Does he have to exchange ideas with other Villigers or does it take him to continue working on the work block?

Oh yes, if I place the work block back another Villiger becomes the worker of the block

Hm… That's stupid.
But he needs the work block and yes there are no new offers.
