Is there an app that allows me to edit blocks for Minecraft for iPhone?

I have often seen on social media that some people could edit blocks, animals, etc. With an app. But I can't find an app (there's one, but only for iPad) I wanted to know if maybe someone knows an app

You mean an app for creating resource packages? I do not know, Bedrock blocks a lot, but I only play java.
