Game sound output filter?

So I'm interested in is there a software to filter the in game sound? For example: Let's take Minecraft, there's a software to filter the sound of grass, and to modify it so the sound get in real time louder or quieter. Note: Not by modifying the sound file, only the output of the specified sound.

There are soundpacks, that you can download from the Internet. You can add them to the game like a normal texture pack.

And if there isn't a possibility to add it because of the missing in game option or the fact that the game is just combined as one .exe (like it is at Five Nights at Freddys)

In Minecraft there actually is this option. Do you have optifine installed on there?

Thank's for help, I know about the option in minecraft but it was an example. I just want to modify the sound of multiple games wich haven't the option to install a recource pack, by filtering the sound. So I'm asking, there's a program to do so.
