Java could not create virtual machine minecraft
I've reinstalled both things several times but without success.
I have already made system value without success.

Nobody can help you if you just write "Java could not create virtual machine [minecraft?]". And what do you mean by "have already done system value."
You should also indicate which Java version you have.
I made a system value for Java (JAVA_OPTIONS).
have reinstalled Java several times and Minecraft.
The error always occurs when I start Minecraft, including now now when I install Java. Error 1603 also appears there. (Java can't be found on the PC either)
I didn't do that before.

You could take a look at what's in your JAVA_HOME (system variables). This variable specifies where the Java used is located. If this variable points to an empty folder or does not exist, the whole thing will not work. Otherwise you have to google the error. Since this is a known problem, you should also find something.
