Firstly there's no Multiverse 1.15.2 but only for Minecraft version 1.15.2
Second, you only edit the multiverse world.yml. To save changes, enter reload in chat / mv. The server will only be restarted afterwards, if at all. Is actually not necessary.
If you restart the server before the / mv reload, nothing will be saved.
The only change you can make in the Multiverse config is to change the first spawn point at firstworldspawn. There you can enter any world on which every player spawns when he logs in for the first time.
