Why do not my Minecraft servers work?

I'm playing Minecraft, and today my Minecraft server I was playing on has just received the error "io.netty.channal.AbstractChannal $ AnnotatedConnectException: Connection refused: no further information:"

Can someone tell me what that means and how to fix it? I want to play again.

I've already tried restarting my computer, using a different version, and I also uninstalled Minecraft and reinstalled it does not help.
