I have a question for all "gamblers":) We wanted to build our own city with our geography course in Minecraft (with infrastructure, quarters, etc.). Would anyone know how to do that? So your own server or something that only 15 people can access?
You could rent a free Aternos server or buy one from Nitrado for little money

Or you could also set up a server on your own PC or any labtop (host it yourself), but you just have to log in with your ip address, which could be a little problem
Or just plugins, then you don't have to play with Forge
Yes you can host a server, of course, a whitelist on it, all people quickly whitelist and join whenever they want
Forge is way better than Without in my opinion.
