Are such websites fake because of that I then wrote him 20 times so that he lives in xxx (I'm myself. 99% sure that this is fake because if I enter my ip it is also a wrong place) And then he blocked me on discord and then we have friends of him wrote to me that they could possibly go to the police (because his parents very often look at his pc because he is only 11) is that forbidden and could I get an advertisement?

IP tracing / tracking is not forbidden. In principle, this can be done by any website that you visit.
Some even do this, so you get different prices based on your location.
