Something * cough * stupid * cough * happened to my brother. He apparently bought a Minecraft account on Ebay which should have a certain rank on a server. (He paid 300 euro through my mother's PayPal) He also got the data, but without the rank and the Ing items. (So an empty acc, so to speak) To what extent is that punishable?

Mother's money is gone and he has violated PayPal guidelines, but he has not committed a criminal offense.
This is fraud or non-performance and is punishable by law. Please go to the police and report it if nothing more comes from the seller.
Unfortunately he paid over f & f, could it still be reported? (I don't think a lawyer would go into Minecraft and see if the stuff is there either) Would you have any chance of getting the money back?
Call a lawyer and ask if there's anything you can do about it.
What kind of money? He made a gift of money, what do you want again?
Besides, that would be done through civil law. Have fun paying lawyers. It won't be worth it anyway.
