I have the problem, as I said, that my friends can't join on my own server. I also released the ports and gave them my IP, despite which they can't join. I can't join it with my IP either, only with localhost, can someone help me? I have a Spigot server, but I also tried a normal Vanilla server, and nothing works.

Yes, write your friends on the whitelist, if it doesn't work, take "aternos", it's free and worked perfectly for me
Suddenly does the IPv4 address work? Only the normal IP address doesn't work. Do you know what the IPv4 address is exactly?
I have never heard of an IPv4 address. I'm an absolute potatoe when it comes to technology 😅
