As you describe it, it seems right. The only point that occurred to me: It could also be due to its Internet provider. If it uses only DS-Lite, IPv4 access from the outside to its router is not possible because multiple customers share an IPv4 address. This is done, for example, by Kabel Deutschland (as well as others) because they do not have enough IPv4 addresses for all customers. You could ever try an IPv6 port release (if an appropriate IP is assigned).
