How To Give Players At Minecraft Rights ONLY To Make A [Trade] Shield?

So I'm the owner of a server and trying to give players their own shop… There they can sell their own items with [Trade] signs… But if I give you such sign rights, they can also sign like: "Buy" What You Create Self-Money Ercheaten Can… I hope for quick response. Or is that possible?
