A few weeks ago I bought an rx 580 8gb oc edition. An update to my previous graphics card, the gtx 950. Nevertheless, it lags in games like minecraft where I only have 45 fps with the rx 580 (on the gomme server) but had significantly more with the gtx 950. As in Fortnite where the game itself (with the auto-recognition) would set everything to epic but it is still playable with the settings on medium, only at 30 fps. Why is that?

I would recommend you to buy a new mainboard, better processors fit on it, if possible an LGA 1151 socket, there are good and future-proof ones if you want to stay with Intel. For AMD I would recommend the 5 3600, good upper middle class processor, AM4 socket.
For your mainboard maybe the I7 4790K, it's not really good but definitely better.
I don't know, as I said, a new motherboard and a suitable processor would be more future-proof and a better investment if you don't want to spend money several times
