Build EssentialsX without surgery?

I have created a Minecraft server with EssentialsX now the only problem is that you can only dismantle / place things with OP.

Which Commant can you change that?

With nobody. EssentialsX also includes other essentials.jar and a permission plug-in. Here essentials.build is entered for the corresponding group. Op is only for the server owner, no one else.
