First of all, you should know that you do not always have to hire a developer to program any plugins.
There are forums where you can download these plugins you need and install them on your server. In order to be able to configure these you have to look at the description of the page or tutorials.
There are enough tutorials where you can program your plugins yourself. You do not need a developer for that. The programming language you should learn is Java. Then you have to download a few more packages etc.
Think as a company that wants to save as much effort or cost as possible. If your server is too unknown (estimated at under 8 players per week) then a hiring by a developer is not worth it at all. It would rather bring to apply the two points that I have mentioned above. Otherwise, I would ask people in these places:
Circle of acquaintances (your family or friends)
Forums
The players on the server
The list is sorted by trustworthiness btw.
I suspect anyway that the questioner is someone who is looking for a free plugin programmer.
Unfortunately, most of the questioners with a similar question have been looking for such. That's why my guess.

I'm currently a spigot beginner and joa, I will write some things so free of charge. But that's not the goal, that you work hard for hours, days or weeks for… Almost nothing.

Sure, you'll find enough kiddies to settle for the dev rank, but as I've already mentioned, it comes down to trustworthiness. You will also find enough kiddies who do not give a damn and only want the rank on your server.
I've never worked spigot before, but with other programming languages and its frameworks such as Angular, etc. If Spigot is just a package you need to import first, things will be easy. Then you just add the logic and the functions. Finally, you need to know how to install the plugins in your server, then it's a breeze.
Unfortunately, there are far too many servers that are looking for "decent" devs, so the best ones who write a professional plugin with various functions, for lau or just for an ingame (met schonmal an owner who has considered a generous offer a VIP rank promise… On a 10 man City Build Server).
I recently had 3 requests from 14-16 year old owners who needed help with their server within one week. They wondered why there were almost no visitors, but did almost nothing for the server and were not ready to spend money on bespoke big plugins. (just wanted various functions that were not available in a plugin)
