How can I change the color of the water? No matter which resource pack I use, the water stays dark blue

You can only change the water color by changing the biome with WorldEdit. In other biomes, the water has different colors. In the desert it is dark blue.

If the texture of the water block doesn't work directly (which doesn't work because the texture of the water is gray in 1.16), then only a mod will help (I don't know any).
