Minecraft is not using my system?

I only get around 40-50fps with minecraft although my cpu is used to 30% and my gpu to around 60% why do I not get more fps and my system is used more?
I play a texture pack with the badlion client and a shader, I also wanted to use the fancy pack for the 1.16.3 but it drops it to an unplayable 3 fps and my system is loaded immediately so why does my gpu not go to 100% and allows me maximum fps? With all other games like apex, my system does the same.

Yes, but at Minercraft I always have the problem with Vsync and when you play in window mode you don't have any screen tearing.
