Change minecraft textures by anvil?

Hi me and some friends want to make a texture pack
And we've heard it's possible to do it that way
that you have to rename the items on the anvil so that they get a self-made texture.
But we don't know how to do that because someone has a video or something about it

This can be used to change the upper texture
