I don't know where to find them either. Have never seen one in the wild. What I do know is that when lightning strikes a skeleton horse, it multiplies. Don't know if you already know that, but skeleton horses can be ridden without a saddle.
They are very unlikely to spawn during a thunderstorm at a mini boss event
