Why is my CPU busy all the time?

I have had the problem for a long time that my CPU is busy all the time. If I e.g. Minecraft or Battlefield games is directly at 100% and I only play at 60FPS.

A buddy of mine has a worse CPU than me, but his "mostly" is "only" 40-50% in use.

How can I make my processor not as busy? Do I have to do this directly e.g. Buying an i9 or something?

I have a 2.80Ghz i5-8400 processor with 6 cores.
