Make some blocks indestructible in Minecraft?

I have a Minecraft server on which I built a worldspawn in creative mode. The server should be in survival mode for all players, but I don't want the player to place or dismantle blocks during the spawn. Are there commands that enable this?

I always do this with reapiting command blocks that are always active and have / fill in them. At best 2 layers. But that becomes difficult for larger areas
