I want to span the Moster in the upper world without burning them there are mods or commands if so what are their names
You could give fire resists to all mobs. / effect give @e minecraft: Fireresistence (or how to spell it haha you have to look again.) 255 72 527
1) Put a helmet on the burning monster
2) If necessary, try to switch off the fire damage by command (then they will burn, but they will not be damaged)
3) Or try if you can turn off the fire with the command / summon Zombie ~~~ {Glowing: 0}; however, this command may not work or the monster may still take damage without visible fire
With the data command you can put an item on the head of a zombie. For example a stone button (not visible unless you stand inside the zombie):

And how do I miss the helmet
Drop them the helmet (Q in Java), they should actually accept it, especially if the difficulty levels are set higher.
If you do not pick up the helmet, then try to set the corresponding setting to true using the command.
