I currently have a world that I have already generated.
But since I now want to install a mod that eg adds new ores, I can't do that in my current world because the world has already been generated.
Accordingly, I would like to create a second world with the Multiverse plugin, just so that I can mine / farm the ores that I can't get in the other world?

I associate cheating with creating an enormous advantage in the game. You only bring the new ores into the world and do not get them in stacks. So I don't think so, but it's your decision. It would of course be a loss for your building to start a new world (…)
As a server owner, you can't cheat on your own server at all, cheating is getting advantages on foreign servers without the appropriate authorization and mostly with hacking clients.
Generating a new world when there's a version change with new items is a logical process in order not to reset your built-up world and has nothing to do with cheating.
