Why doesn't Minecraft use all the graphics power?

As already described in the title, Minecraft does not use my whole graphics card.

You can tell from my FPS. The card is only 30% full although I would like to use the graphics card 100% that I have the most FPS. Why is that?

If the CPU cores for the 1-2 main threads of this game are already 100% full and therefore limit, then even the fastest graphics card is of no use. The CPU brakes and the GPU starves to death on the long arm due to insufficient feeding with render data.

Since you named a combination of Radeon R5 Series + Radeon 330m in your other question, an old and weak AMD A-Series "APU" will probably be installed in your notebook, which will reward Minecraft with correspondingly low performance.
