My mother has a PC with 4GB Ram, a duo-core processor with about 2.5Ghz (or more) and a Nvidia Geforce 7100 graphics card. The operating system is Windows 7 and I wanted to know if you can play Minecraft with Shader (it does not have to be an FHD shader). Nice if you know something.
This is an integrated graphics chip from 2006, you can completely forget shaders. With luck this works without shaders at all playable.
Even without a shader it will not work.
But, without shader runs fluently
Runs without shader playable with about 20-200 FPS on server actually, in ner own world rather 20-60 FPS xD

You write as if Minecraft needs a high-end PC
Not a high-end PC, but to be reasonable, it's a bit more.
For a small buck, buy a used GTX 750ti (2GB).
It's about 24 times stronger than a GeForce 7100. And it's good to very good for a Core2Duo or Core2Quad. And there are no problems with the power supply.

If your monitor only dominates VGA, you need an adapter from HDMI, or DVI, to VGA. Because this old standard is no longer supported directly.

However, modern (digital) connections are preferable, if available.
However, you should urgently consider upgrading the operating system. Because in January 2020 is the end with the security updates for Win7. From there it is dangerous to move with Win7 on the Internet, or to go online with the calculator.
Then stay for the next time still the Win8.1, or for a long time the Win10.
