My problem is that with a computer that is actually relatively good, I still have to turn down the graphics settings (not at Minecraft, but at the Witcher, or Just Cause 3, etc.) so far that I do not feel like it to play it because it is so ugly. When they are high I have low FPS.

Hard drive: wdc wd5000aakx-08erma0 with 500 GB
60hz 1440 x 900 screen
I do not think it's because of my G or CPU, so I highlighted the things that could be the problem.
I'm also relatively sure that there's no driver problem: At least for my graphics card, I recently removed all drivers with a driver-removal program called DDU, because otherwise I got an error message that my version of Windows does not work with the new grain is compatible. But when I removed all the drivers (with DDU) I could easily install the latest one from the Nvidea site.
Are there any CPUs that could also update drivers?
So if I have not screwed up the hoppers it has to be either my hard drive, my ram or maybe even my screen…
I sometimes have the problem with my hard drive that it appears in the Task Manager as 100% busy. That sounds like a problem, but a hard drive can affect the FPS of games so much.
Or do I have too bad a screen that just can't play the game nicely? Or is it my RAM?

Well, the graphics card is definitely the bottleneck. The screen is not really up-to-date any more.
16GB of RAM are also beneficial.
An SSD does not bring you more FPS, but it pretty much speeds up the rest.
Which RAM is it and how fast is it? Which PSU do you have?
For Windows and the important programs, I would still buy an SSD. The HDD slows down the system.
For gaming, the GTX 1050Ti is sufficient, but rather at the bottom.
The graphics card is clearly the problem. Also, it would generally help to get you an SSD. That does not help you much with the FPS, but should shorten the load times significantly.
You can also expand the RAM, but this is not really necessary for the games, at most in future games or RAM-demanding programs.
The processor is pretty good, which I would definitely leave.

Do you have a bill or something? It has to stand somewhere. Without info, I can't recommend you unfortunately no graphics card.

I think with a GTX 1660 you drive quite well. More RAM is not in it then.
