Cortana never actually jumps so suddenly, I'm pretty sure it was not Cortana. Otherwise have no other language assistant.
Did the voice come from a program on your PC? Or from a website that you had open in a tab? Or an extension for your browser?
Maybe there was some spam page in the browser? It is best to restart the PC and look in the Task Manager, if there's something that does not belong there
