Should I buy a Ryzen 7 5800X for Minecraft? It has 5% more single core performance, do you think that makes a difference?

Any Ryzen 3 should be enough for Minecraft. If you are streaming a Ryzen 5 is still sufficient. Only for Minecraft you only need more if you want to run the server on which you gamble with 10 people on your game client and at the same time want to stream it in WQHD.
Minecraft needs a high single core performance as Mojang still does not support multi-core usage in the game. Had some problems with a Ryzen 5 2400G earlier in 1.8.9.
I don't usually have 10 players on my server, but rather play on Hypixel (which especially with Skyblock likes to lag the CPU). I want to record videos in 2160p but not stream them (even if my line is sufficient).

No, at least not in the game itself. Many servers are still running on 1.8.9, as newer versions have a lot of performance problems. This also applies to single players.
