I can't attack Minecraft players?

I'm playing Minecraft with my siblings and we noticed that we can't attack each other. We all went to game mode 0 and nobody can attack anyone. At first I thought that I had set it up so that the players couldn't attack each other, but I checked everything and I turned everything on and still it didn't work. I also restarted the game several times, I just can't attack anyone even though everything is on. Has anyone ever had problems with it and if so, how did you fix it 🤷🏻♀️
