Minecraft image flickers when the mouse is moved?

Hello as it says in the title I have the following problem that when I move my mouse white bars appear on my screen for a very short time. It is only possible to play in full screen but not in full screen. If it helps the PC on which I play has a Ryzen 7 2700x and an Asus RX 5700xt strix graphics card, 16GB RAM, as mainboard I have an Asrock B450 Steel Legend. Looks very much like synchronization problems. Is Vsync enabled? If not, activate it. You could also add the Mod Optifine, which improves the rendering a bit.
