Best laptops under 400 euro?

Hi, I'm looking for a laptop under 400 euro. I want it to not have such thick screen edges and when browsing, for example writing email, everything runs smoothly and nothing stutters. It would be cool if it could play but in low settings eg Minecraft or csgo. It should also not be old.
